The measures below describe the intended framework. They are not certification that policies have been adopted, controls implemented or audits completed. Approved policies and evidence should be reviewed during donor due diligence.

Financial accountability

Proposed controls include segregated duties, budget-to-actual reporting, expenditure traceability and donor-specific financial oversight.

Procurement integrity

The proposed approach prioritises competitive procurement, conflict-of-interest declarations, documented decisions and value for money.

Independent audit & verification

Independent financial audit and results verification are envisaged, with scope and appointments agreed under each funding arrangement.

Safeguarding & dignity

Programme design must include prevention of exploitation and abuse, safe reporting, survivor-centred referrals and protection of children and vulnerable adults.

Data protection

Planned measures include data minimisation, appropriate lawful bases, informed consent where applicable, restricted access and defined retention periods.

Environmental & social safeguards

Proposed screening considers climate, biodiversity, resource use, exclusion and livelihood risks, with proportionate mitigation and community consultation.

Oversight & delivery

Clear decisions.
Traceable resources.

Programme agreements should define decision-making authority, escalation routes, oversight responsibilities and reporting obligations. Financial records and procurement decisions should remain auditable throughout delivery.

Financial stewardship: proposed donor reporting includes approved budgets, expenditure reconciliations, supporting records and independent audit arrangements.

Integrity: conflict-of-interest management, anti-fraud procedures, supplier due diligence and competitive procurement are intended to support fair, accountable decisions.

Sustainability: local capacity, resource-efficient practices and programme transition planning should be embedded from design, rather than treated as end-of-project additions.

Programme-specific confidential reporting and referral channels must be established and verified before delivery. The general inquiry form is not a secure case-reporting or emergency service. Do not submit survivor names, health records or sensitive incident details.
